On 15th May 2014, the Minister of Transport has approved the Decision No. 1834/QD-BGTVT on Development Strategy for Viet Nam Air Traffic Management Corporation (VATM) to 2020 with the vision to 2030.
The Strategy identified that the foundation of VATM’s development to 2030 is three key elements: Investment of modern infrastructure, state-of-the-art technology and techniques; Implementation of quality human resource training; Development of the company’s management structure in accordance with the regulations of Vietnam and the requirements of international integration process. In addition, the Strategy also specifies: "The provision of air navigation services for all flights operating in Viet Nam’s Flight Information Regions (FIRs), and for all arriving and departing flights to/from Viet Nam airports are core business".
The Strategy also identified the development target of VATM to 2030, in which the Corporation shall become one of the leading air navigation service providers in the Southeast Asia in the two aspects including air traffic management capability and quality services. Accordingly:
In terms of air traffic management capability: Striving to 2020, VATM shall provide air traffic control (ATC) services for from 800,000 to 1 million flights (double than in 2010); By 2030, the ATC provision is expected to reach from 1.2 million to 1.5 million flights (triple than in 2010). The quality of these services shall assure to meet the ICAO requirements and ensure safety of all flight operations in Viet Nam airspace of responsibility.
In terms of total revenue, striving to 2020, VATM’s revenue is more than 5,112 billion VND, and contribute to the State budget about 2,675 billion VND, equivalent to increase by an average of 7 % - 10 % per year for both indicators.
In terms of the business scope, expected to 2020, VATM will have chartered capital of 3,000 billion VND (the current chartered capital is more than 2,552 billion VND). In which, the parent company performs the function of financial investment, holds technology secret, dominates the market in the combination of parent company - subsidiary company under the model of joint stock companies and limited liability companies .
The strategy also proposed solutions and implementation plans in all professional fields of VATM and also including the business management.
The Ministry of Transport has also required VATM: To coordinate with the other relevant authorities to implement the strategy; To develop the annual or 5-year plans of business, investment and other actions to conduct the strategy; To summit to the competent authorities for making decision and supervision for the Strategy in accordance with law and the Corporation’s regulations; Regularly to review and evaluate the implementation of the strategy, report to the Ministry of Transport to promptly supplement and propose any feasible and efficient solutions.
