VATM - LFV Aviation Consulting: Introducing the SWIM implementation roadmap and SWIM Demo plan in Vietnam to the regional aviation community
Hanoi, August 26, 2026 – VATM, in collaboration with LFV Aviation Consulting AB (Sweden), presented to regional delegates updates on the plan, architecture, and implementation progress of SWIM in Vietnam under the working agenda of the ICAO APAC SWIM Training cum Workshop hosted by VATM from August 25 to 27, 2026.
This was one of the key highlights of the workshop, and also an opportunity for VATM and LFV Aviation Consulting to share with experts, ANSPs, and organizations in the Asia-Pacific region the initial results from the SWIM study, particularly SWIM Architecture and SWIM Demo plan, under the collaboration of Feasibility Study for SWIM and RTC in Vietnam.
From feasibility study to SWIM implementation roadmap
Representing VATM, Mr. Nguyen Manh Tung, Director of the CNS Department cum Head of SWIM workgroup of VATM, presented updates on Vietnam's SWIM planning and implementation status. This included an overview of the SWIM and FF-ICE deployment direction, current readiness levels, implementation roadmap, and VATM's target SWIM architecture. Accordingly, VATM has identified SWIM and FF-ICE as one of its 10 key programs for the 2026–2030 period .

VATM's SWIM and FF-ICE roadmap is structured into specific phases , including:
Phase 2026 - 2027: The focus will be on finalizing the SWIM architecture and designing a Service -Oriented Architecture (SOA), building a data governance framework and metadata catalog, standardizing priority data groups according to AIXM, FIXM, and IWXXM, and establishing the SWIM platform and testing environment.
Phase 2028 - 2030: Towards SWIM operation throughout the whole organization, expanding FF-ICE/R1 and establishing a transitional operating mechanism between data exchange methods.
Phase 2030 - 2034: Continue to expand the roadmap to complete the nationwide transition to FF-ICE, aiming to meet the transition deadline required by ICAO.
The key message that VATM wants to send to the regional aviation community is that SWIM in Vietnam is being approached not just as a standalone IT project, but as a comprehensive transformation program, driving renovation in system architecture, data, services, operational processes, and the way stakeholders in the aviation ecosystem coordinate.
SWIM Demo – A highlight in the SWIM study under the collaboration between VATM and LFV Aviation Consulting
Following VATM's presentation, in the section on SWIM Architecture and SWIM Demo Plan, Mr. Niklas Häggström, SWIM expert from LFV Aviation Consulting project team, presented the main results of the joint SWIM study under the Swedfund granted Project - Feasiblity Study for SWIM and RTC in Viet Nam. The focus of the presentation was the SWIM architecture designed in accordance with ICAO recommendations, suitable for the operating environment in Vietnam, and the plan to organize a SWIM demonstration, which is being closely coordinated both VATM and LFV Aviation Consulting - a topic that received significant attention from the workshop participants.
The SWIM Demo is a key highlight in the collaboration between VATM and LFV Aviation Consulting under the mentioned project. This activity aims to verify the feasibility of the architecture, infrastructure, services, and operational scenarios of SWIM. in a simulated environment.

Two scenarios were agreed upon by both parties, including Weather Scenario and Medical Scenario. Through these scenarios, various services and data will be exchanged within the SWIM environment, such as FF-ICE filing, ATFM tools, SIGMET bulletins, weather information, weather radar imagery, aircraft parking location information, event information, and data for handling medical incidents. The services provided in the two demo scenarios will be implemented by all stakeholders in the aviation industry: from air traffic control and airport operations to airlines, demonstrating the systemic and comprehensive nature of SWIM in the aviation industry. The ultimate goal of the SWIM Demo is to demonstrate the benefits that SWIM can bring, not only to stakeholders in the aviation industry but also to the environment, sustainable development (reduced coordination time, improved operational efficiency, reduced fuel consumption - environmental protection), and benefits to society and the community (safety of air passengers).
From August 17th to 24th, 2026, just before the workshop, VATM and LFV Aviation Consulting experts conducted a program test the integration of modules modules for the SWIM Demo. The SWIM Demo is scheduled to be held in Hanoi in December 2026, marking a new step in verifying the applicability of SWIM in Vietnam.

The joint presentation by VATM and LFV Aviation Consulting at the ICAO APAC SWIM 2026 Conference is particularly significant in the implementation progress of the Feasibility Study for SWIM and RTC in Viet Nam. VATM, at the same time, had a good opportunity share practical experiences in SWIM planning and implementation in Viet Nam and strengthen its commitment to being a responsible and proactive ANSP in the region.
