The Distributed Multi-Nodal ATFM Network Trial Operation Project was kicked off in 2015 with the lead of Hong Kong, Singapore and Thailand. The concept of Distributed Multi-Nodal ATFM Network relies on independent ATFM nodes connected virtually via information sharing network and operating on the same principle.
Viet Nam is currently at Level 1 and in the progress of implementation of Level 2 trial operation with Singapore and Thailand (capable to receive and comply with CTOT). The trial plan with Singapore was approved on 14 July 2017 whereas the trial plan with Thailand was approved on 19 October 2017.
The trial plan between Viet Nam and Singapore has been applied for flights (Vietnam Airlines) departing from Noi Bai airport (VVNB) to Changi airport (VSSS) on Tuesdays and Thursdays during 11 trial weeks, since 15 August 2017; including 03 stages: Stage I (06 weeks): Demo trial; Stage II (4 weeks): Actual flight trial and Stage III (1 week): Post analysis.
At current time, after post evaluation with positive results, the trial plan between Viet Nam and Singapore is expected to be applied for flights of all airlines departing from Noi Bai international airport to Changi airport during week days (from Monday to Friday). On the other hands, the level 2 trial operation shall be also applied for flights departing from Tan Son Nhat airport (VVTS) to Changi airport (VSSS).
The trial plan between Viet Nam and Thailand has been applied for flights (Vietnam airlines, Viejet air, Jetstar Pacific, Thai airways, Thai Airasia, Nok Air) departing from Noi Bai airport to Suvanarbhumi airport and from Tan Son Nhat airport to Don Mueang airport on week days during 6 trial weeks, since 20 November 2017; including 3 stages: Demo trial (2 weeks), actual flight trial (3 week) and post-anaysis (1 week). At current time, Viet Nam is under its progress of trial operation with Thailand for the Level 2 Multi-Nodal ATFM with positive results.
It is expected that after post –evaluation, Viet Nam will review and take lessons learnt to join officially the Distributed Multi-Nodal ATFM Project as Level 2 ATFM Node. Viet Nam expects to be capable of Level 3 ATFM Node of the Distributed Multi-Nodal ATFM Trial Project by the end of 2019.
