PART II: VIET NAM’s CIVIL AIR TRAFFIC MANAGEMENT DURING THE CONSTRUCTION AND PROTECTION OF SOCIALIST VIETNAM (1976 - 1992)
After the unification of the country, with the new historical conditions to achieve the mission of constructing, protecting the country and integrating internationally,on 11th Febuary 1976, the government issued Decree No. 28-CP on Establising the General Department of Civil Aviation of Viet Nam. The Department of ATM is part of the General Department. Subsequently, the Department of ATM changed its name to the Department of Planning and ATM, consisted of the Planning, Information, Meteorology, Research and Training divisions. Air traffic management activities were directed vertically. On 26th March 1976, the Director General issued Decision No. 88-TC establishing civil aviation units at airports: Gia Lam, Tan Son Nhat, Da Nang, Lien Khuong, Buon Ma Thuot, Phu Bai, Dong Hoi. At each unit there was a Planning division in charge of air traffic management operations.
In May 1977, the Department of Planning and ATM was split into the Planning Department and the ATM Department. On 12th May 1977, the Prime Minister issued Decision No. 129-CP establishing the Planning - Statistics Department under the General Department. On 14th July 1977, the Director General issued Decision No. 856/QD-TC approving the duties, responsibilities and organization of departments operating under General Department. Following this Decision, the Planning - ATM Department was renamed as Advisory Department.
The Advisory Department contributed considerably In the overall achievements of the General Department from 1976 to 1980. Although commanding flights still faced many difficulties due to the incompatibility of communication and navigation equipment from the USSR and from the victory of liberating the South, air traffic management staff always made great efforts and excellently accomplished the mission of navigating flights safely. Apart from safely navigating cargo and passenger flights, during this period Viet Nam’s air traffic management also participated in managing flights serving the national economy: Seed-placement flights at My Lam - Kien Giang farm; Pesticide-spraying flight; Flight to explore and extract oil and gas; Military transport for the 1978 South-West border war and 1979 North border war and helped Cambodia taking over and recovering Pochentong, Battamboong and Siem Reap airports; Ensure absolute safety for hundreds of flights serving Party and State’s leaders on domestic and international missions.
Since 1981, Viet Nam started implementing the third five-year plan (1981 - 1986). Regarding military, the Politburo issued Resolution 27 and Resolution 30 determining how the military participates in building the economy under the new situation. In order to meet the aviation business mission combined with the mission of combat readiness, on 25th September 1981 the Ministry of Defense issued Decision No. 334-QD/QP giving military code for the General Department: 919 Air Transport Corps. The Advisory Department was split into Planning Department and ATM Department under General Department.
Implementing The Party’s renovation agenda, and with the proposal from the General Department, on 29th August 1989 the Council of Ministers issued Decree No. 112-HDBT defining the functions, missions and organization of the General Department of Civil Aviation Authority of Viet Nam. The decree states that: Viet Nam’s civil aviation is a technical - economic industry of the State, with the General Department as the agency under the Council of Ministers. From then, the General Department is seperated from the Ministry of Defense.
Continue adjusting the organization of the ATM Department with the direction of innovating state owned enterprises, on 15th October 1990, the minister of Transport and Communications signed Decision No. 1888-QĐ/TCCB/LĐ establishing Aviation Air Traffic Management Company or Air Traffic Management Company, operated under Viet Nam Civil Aviation Company. The company carried out the functions of managing, navigating and controlling flight operations in the assigned airspace, ensuring ATM, AIS and MET services, hosting search and rescue attempts for domestic and foreign civil aircrafts within scope of responsibility. The company is not only a specialized organization focusing on air navigation, but also an economic unit providing aviation services. In terms of composition, its member organization and infrastructure: Ha Noi Flight Management Company, Da Nang Flight Management Enterprise, Tan Son Flight Management Enterprise Most and Aviation Information Center. After the establishment, the Flight Management Company has gradually stabilized, put all activities under the new management mechanism, while striving to perform the key task of commanding safety flights according to planned targets, At the same time, we also participate in the completion of the program of restoration of the right to operate the Ho Chi Minh Flight Information Administration Department of the Civil Aviation Administration of Vietnam and the implementation of the investment plan for development of equipment and human resources for the plan. 5 years 1991 - 1995.

Thus, from 1976 to 1992, Civil Aviation Administration of Vietnam has made pioneering developments for the development of the future. From the parts of the 919th Air Transport Brigade, which operates primarily for military transport, operating in the North, armed with backward equipment, to date, Vietnam has become an important industry, the backbone of the civil aviation industry in Vietnam, which functions as a management of the airspace and manages domestic and international civil aviation. Vietnam Flight Management has been involved in the assignment and international co-operation in the provision of air transport services by directly operating international aircraft flying, arriving and transiting through Vietnam's sovereign airspace. Male. For the first time in the history of aviation development, an organization providing air traffic control services has been established, including: 2 Long Distance Control Centers (Ho Chi Minh City, Hanoi); 3 Access Control Centers (Ho Chi Minh, Hanoi, Da Nang) and control stations at local airports. With the assistance of experts from the Soviet Union and ICAO experts under the projects sponsored by UNDP for Vietnam Airlines, the modern technical equipment in the field of Aviation Management has been invested and put into operation. . As a result, the management and provision of air traffic management services has been increasingly strengthened, upgraded, gradually approached and in line with ICAO practical recommendations.
