Meeting on the ATM Coordination between Viet Nam - Lao

Joining the Vietnamese delegation, there were also representatives from CAAV, Viet Nam Air Traffic Management Corporation, Viet Nam Airlines, Operations Bureau of the General Staff, Air Force & Air Defense.rn

At the meeting, the two sides have discussed and agreed on the following issues:

  • By the proposal of Viet Nam, the two sides agreed to establish a new ATS route to serve flight operations between Hanoi and Siem Reap with 02 options including VINH - SAVANAKHET - SIEM REAP and PAKSE - SIEM REAP. This matter shall be proposed to the Mekong ATM Coordination Meeting to be held in Da Nang, Viet Nam from 13th - 15th  October 2014 for further discussion among relevant parties.
  • Reducing lower limit of current ATS route R575 (segment PAPRA to LAVAN) from FL260 to FL130 to facilitate the flight operations of ATR72, equivalent aircraft and others from Da Nang (VVDN) to Siem Reap (VDSR). TheLao DCA agreed to revise the parameters of the proposed ATS route in accordance with the next AIRAC cycle, expected in Quarter IV of 2015. Based on the result of this Meeting, Viet Nam side will adjust the lower limit of the ATS route A1 (the segment from DAN VOR/DME to PAPRA).
  • At the request from the CAAV, both sides agreed in principle to establish direct RNAV routes between Ha Noi and Ho Chi Minh City (via NAMHA - DONXO or VILAO - DONXO). However, according to the opinion of Lao, such proposed route would create various intersections with existing routes of Lao and Cambodia such as A1, A206, A202, R328, R575, B202, G474, R588, M505, and that suitable flight levels would be from FL240 to FL280 for the proposed RNAV route. Therefore, the two delegations further agreed to establish a Working Group composing of members from Lao PDR, Cambodia and Viet Nam to continue studying and conducting safety assessment including radar surveillance and VHF coverage requirements to support RNAV operations.
  • Lao DCA shall support for the proposal from the CAAV to reduce the air navigation charge (over-flight charge) for domestic flights operated by Vietnamese carriers on city-pairs of Ha Noi - Ho Chi Minh, Ha Noi - Can Tho, Ha Noi - Phu Quoc and vice versa via Lao airspace. On a basis of mutual benefit, Lao DCA committed to submit this proposal to the Ministry of Public Works and Transport for consideration and will inform the CAAV accordingly.
  • In implementing the Memorandum of Understanding between the Lao DCA and CAAV for safety oversight cooperation in the field of flight safety standard signed on 16th September 2012 in Vientiane, and at the remind of the Lao DCA, the CAAV will closely coordinate with the Lao DCA as soon as possible to provide the names of its Flight Inspectors to work out a plan of activities for those inspectors.

The meeting was held in a friendly and cordial atmosphere. A Memorandum of Understanding (MoU) was signed with the aboved content by the two parties.rn
