Trilateral ATM/CNS Coordination Meeting between VATM, CATS and LANS

The Trilateral ATM/CNS Coordination Meeting between the Viet Nam Air Traffic Management Corporation (VATM), Cambodia Air Traffic Services (CATS), and Lao Air Navigation Services (LANS) took place from 6 to 7 August 2025 in Ho Chi Minh City.

The meeting was co-chaired by Mr. Nguyen Manh Kien, D/Director General of VATM; H.E. Chhun Sivorn, Under Secretary of State of the State Secretariat of Civil Aviation (SSCA); and Mr. Amdounla Salinthone, General Director of LANS. The representatives from SSCA, Lao DCA and CAAV, CATS, LANS and VATM attended the Meeting.

During the meeting, participants have discussed a range of ATM/CNS-related topics, including: Discussion on communication network and AMHS connection over CRV; Revision of the Letter of Agreement (LOA) between Ho Chi Minh ACC and Phnom Penh ACC; Revision of the Letter of Agreement (LOA) between Phnom Penh ACC and Vientiane ACC; and Discuss the exchange of AIS products between CATS and LANS and between VATM and LANS. 

After reviewing all contents in the LOAs, the three sides has agreed to sign the Amendment No. 05 to the LOA between Ho Chi Minh ACC and Phnom Penh as well as the LOA between Vientiane ACC and Phnom Penh ACC, which will take effect at 0001 UTC on 9 September 2025 ("Effective Date"). 

During their working visit to Ho Chi Minh City, delegations from Cambodia and Laos have visited Ho Chi Minh ACC to exchange and share information related to air traffic operations, service provision, and the operational capacity of the Ho Chi Minh ACC. 

The Trilateral ATM/CNS Coordination Meeting between VATM, CATS, and LANS has been successfully. The Meeting not only served as a platform to exchange experiences and best practices in air traffic management, but also created an important opportunity to foster closer coordination among the ANSPs of the three countries.
