VATM’s Post-operation Analysis of Air Traffic Flow Management (ATFM) Multi-nodal Level 3 in Vietnam

September 5th 2024, Vietnam Air Traffic Management Corporation (VATM) organized Conference on Post-operation Analysis of Air Traffic Flow Management (ATFM) Multi-nodal Level 3 in Vietnam, which was officially launched on July 11, 2024.

Nearly 100 representatives attended the Conference, including those from the Civil Aviation Authority of Vietnam (CAAV) and stakeholders of the aviation industry participating in the ATFM implementation such as airport operators, airlines and representatives from VATM – ANSP of Viet Nam. 

Report on Post-operation Analysis of Air Traffic Flow Management (ATFM) Multi-nodal Level 3 in Vietnam provided the achieved results, some existing shortcomings and also proposed recommendations, solutions ATFM multi-nodal Level 3 implementation, focusing on some main contents including: Number of flights applying ATFM multi-nodal Level 3 in the Asia-Pacific (APAC) region and in Vietnam (applied for Noi Bai, Da Nang and Tan Son Nhat International Airports); Assessment of the compliance with Calculated Take Off Time (CTOT) to the total number of flights implementing CTOT in APAC and Vietnam; Assessment of flight plan (FPL) submission time of the Airlines at the  airports; the Air traffic flow management and coordination in adverse weather conditions.

According to the report, during the first month of ATFM Multi-nodal Level 3 application in the Asia-Pacific region and in Vietnam, the total number of flights complied with CTOT  are 2,102 flights and 126 flights accordingly; The FPL submission time of airlines has been improved, of which 4,236 flights (reaching over 70% of the total) had draft FPL submitted on time (over 210 minutes before EOBT); the number of holding flights due to adverse weather conditions have decreased significantly in comparison with the same period of 2023, from 90% (calculated from May 1 to August 12, 2023) to 58% in 2024.

The conference also listened to various sharing and discussions by delegates on concerned issues such as discussion from  Noi Bai Int’l Airport and Saigon Ground Services Company, ect.       

Mr. Chu Minh Duoc, Director VATM ATFMC – the leading unit in ATFM multi-nodal level 3 implementation highly appreciated to the valuable analysis of the participants on the first stage application of ATFM multi-nodal Level 3, which supported to achieve good results on many contents of works. As he said, ATFMC would continue to preside over handling the existing issues, soon establish taskforces to implement the duties effectively. 

As the Chair of the Conference, VATM’s Deputy Director General Nguyen Dinh Cong confirmed that the conference brought benefit results to all participants.  He extended VATM’s appreciation and expectation to continuing supports from the relevant authorities and organizations to the operation of air traffic flow management and the air navigation services as well, in order to ensure “Safety – Efficiency – Regularity” for all flights in Vietnam FIRs.
