The 2nd Meeting of the Aviation Consultative Committee (ACC/2) Viet Nam - Malaysia
The ACC/2 Meeting was held from 3 – 5 June 2015 at VATM’s Head quarters, with the participation of more than 20 representatives from aviation authorities and organizations of Viet Nam and Malaysia, including the Civil Aviation Authority of Viet Nam (CAAV), the Vietnam Air Traffic Management Corporation (VATM) and the Air Traffic Management Sector of Department of Civil Aviation of Malaysia (DCA), the Ministry of Transport Malaysia. Mr. Nguyen Dinh Cong – Deputy Director General of VATM and Mr. Ahmad Nizar Zolfakar, Director of Air Traffic Management Sector, DCA Malaysia co-chaired the Meeting.

The meeting was opened with the courtesy call between the delegations from Viet Nam and Malaysia. On behalf of Viet Nam Air Traffic Management Corporation (VATM), Mr. Dinh Viet Thang - Chairman of Members’ Council warmly welcomed Malaysia delegation headed by Ahmad Nizar Zolfakar, Director of Air Traffic Management Sector, Department of Civil Aviation of Malaysia (DCA) to Ha Noi and wished the meeting will be fruitful. Mr. Dinh Viet Thang also expresses his wish for the good collaboration between VATM and DCA Malaysia not only in ATS aspect but also in other fields.

Mr. Ahmad Nizar Zolfakar, Director of Air Traffic Management, on behalf of DCA Malaysia’s delegation, thanked VATM for giving them the hospitability. Mr. Ahmad Nizar Zolfakar said that the meeting would also continue to enhance rapport and build friendship between the both parties.

During the meeting, both parties discussed on the implemented contents in accordance with the conclusion of the First Meeting of the Aviation Consultative Committee (ACC/1) between Malaysia and Viet Nam, including the Air Traffic Services Coordination procedures between Air Traffic Management Sector, DCA Malaysia and VATM signed on 17 Sept, 2014 and has been effective on 01/10/2014. The two sides are glad to affirm that during the operation, the air traffic controllers of the 02 ACCs have strictly followed the regulations as prescribed. Especially from 01.10.2014, HCM ACC and KUL ACC applied the transfer of control in the radar environment at IGARI, the implementation of 30 NM radar separation between aircrafts at the same level has been performed well between 02 ACC.

Also at the meeting, the two sides discussed about: the AIDC connection between Ho Chi Minh ACC and Kuala Lumpur ACC; the secondary surveillance radar systems in Kota Bharu and Ca Mau; and the Aeronautical Dependent System – Broadcast (ADS-B) data sharing.

In conclusion, the meeting agreed that the discussions have been fruitful. The two sides agreed and signed the modification for the Air Traffic Services Coordination Procedures between Kuala Lumpur ACC and Ho Chi Minh ACC

Taking this occasion, the Malaysia delegation had a visit to the new Ha Noi Air Traffic Control Centre and the new Air Traffic Control Tower at Noi Bai International Airport.
