VATM and MITRE sign Contract for the implementation of USTDA's Technical Assistance

July 9, 2024, VATM and MITRE Group signed a Contract to implement USTDA's Technical Assistance on the Viet Nam ATM automation system CONOPS and High-level Functional Requirements, and ATFM requirements and specification. 
The contract signing between VATM as USTDA’s Grantee and MITRE as the Consulting Contractor is an important step to implement the Technical Assistance that USTDA commits to fund for VATM under the Grant Agreement signed between in September 2023. The contract includes 24 Articles and 5 Annexes, effective from the date of signing.
According to the Contract, the work of the 3 million USD project funded by USTDA for VATM is expected to be implemented within 24 months by MITRE Group through 9 Tasks. In particular, the final product of the project that will be delivered in Task No. 9 is a Report incorporating all findings, recommendations and conclusions related to High-level Functional Requirements of the Air Traffic Management (ATM) Automation System and the requirements of the Air Traffic Flow Management (ATFM) System in Vietnam. 
The project's deliverables will support VATM in decisions related to upgrading and purchasing the ATFM system in the short, medium and long term; at the same time, help VATM develop specific requirements and technical specification of the ATM system to have ATM automation systems most suitable with airspace organization of the two FIRs of Viet Nam (Hanoi FIR and Ho Chi Minh FIR). Importantly, it is expected to help ensuring operations and integration of ATM and ATFM systems. The entire contract value will be paid directly by USTDA to MITRE corresponding to product delivery milestones.
 

This is the second contract signed between VATM and MITRE. Prior to this valuable Technical Assistance contract, VATM and MITRE also signed a contract in 2018 to implement USTDA TA with value of nearly 1 million USD, to develop ATFM Master Plan of Viet Nam.
