VATM attending the 14th Distributed Multi-Nodal ATFM Network Trial Operation Meeting
During two working days, participants shared information regarding the ATFM implementation, such as: Updates on Distributed Multi-Nodal ATFM Network Project by the Core Group (Singapore, Thailand, China, Hong Kong); Trial operation updates from Level 1, Level 2 ANSPs; Solutions to improve the efficiency of ATFM trial operations among countries in the region and kick off stage 2 of the Project: Application of ATFM to resolve airspace constraints. VATM, as a Level 1 ANSP presented its activities in ATFM, focusing on the plan of Level 2 ATFM trial operations with Singapore and Thailand; and acknowledged its plans for domestic ATFM trial operation in 2018 and upgrading to Level 2 ANSP after successful trial operations at Level 2.

Before the meeting, VATM also had side meetings with CAAS and AEROTHAI to finalize the Level 2 ATFM operation trial plans for Noi Bai – Changi, Noi Bai – Suvarrnabhumi, Tan Son Nhat – Don Mueang. As agreed, VATM will host an ATFM workshop with the participation of AEROTHAI in September 2017 in order for stakeholders in Vietnam to learn experiences from Thailand regarding the ATFM implementation.
The Distributed Multi-Nodal ATFM Network Trial Operation Project was kicked off in 2015 with the lead of Singapore, Thailand, Hong Kong. The concept of Distributed Multi-Nodal ATFM Network relies on independent ATFM nodes connected virtually via information sharing network and operating on the same principle. Viet Nam joined the project as an Observer (Level 1). At the Level 1, ATFM nodes only observe and participate in the Trial Progress. Level 2 ATFM Nodes are capable to receive and comply with CTOT (Calculated Taking- off Time). Level 3 ATFM Nodes are capable to generate, deliver, receive and comply with CTOT. Viet Nam is currently at Level 1 and plans to implement Level 2 trial operation with Singapore and Thailand. The trial plan with Singapore was approved in July 2017, the plan with Thailand is being under verification progress to be approved.
