Viet Nam ATM Cooperation Program between VATM and NAVBLUE S.A.S/NAVBLUE – International Cooperation for Growth and Development

The Viet Nam ATM Cooperation Program signed between VATM and NAVBLUE S.A.S, an Airbus company, is one of the persuasive evidence for VATM’s efforts to enhance international cooperation, aiming at increasing the capacity of providing air navigation services. Before the official signing of the Statement of Work, the cooperation program had been founded by a Letter of Intent signed between VATM and NAVBLUE on the occasion of the French President Francois Holland official visit to Viet Nam in September 2016.

The target of the project is to increase the airspace efficiency in the areas of Noi Bai and Tan Son Nhat international airports and the traffic flow capacity between the two biggest cities of Viet Nam. The project is scheduled for 3 years. The first 2 years is for the design and approval from the authority of the new flight procedures for Noi Bai and Tan Son Nhat TMAs and enroute sector between the two airports. The last year is for training and supports in order to put the new procedures into real operations effectively. VATM and NAVBLUE expect to increase the operation capacity to 54 flights per hour, this will help decrease delays and holding - one of major reason that increases operation costs of Airlines and pollution to environment. This target once realized will also help to increase satisfaction of people travelling by airway.

Gap Analysis Report Presentation Meeting

Since the signing of the cooperation program, NAVBLUE experts and VATM have been working hard to implement works under the project, supported by the proactive cooperation from stakeholders of Viet Nam, including CAAV, Air Force - Air Defense, ACV (Noi Bai International Airport and Tan Son Nhat International Airport, Airlines of Vietnam (VNA, Vietjet Air, Jetstar Pacific). The project was kicked off in December 2016 by a Project Kick Off Meeting with the attendance of the stakeholders then followed by sites survey and data collection activities in order to have input data for the situation assessment. NAVBLUE then accordingly delivered a Gap Analysis Report, in which initial recommendations are given  to deal with current constraints, in order to realize the project targets. Detailed  works for Tan Son Nhat Airport and Noi Bai Airport, enroute sector were kicked off correlatively in May and July 2017.

Thanks to the efforts from NAVBLUE, VATM and the cooperation from stakeholders of Viet Nam, the Cooperation Program has been implemented effectively and in time, step by step bringing it closer to the final target.
