VJCC/4 for “The Project for the Capacity Development for Transition to the New CNS/ATM Systems in Cambodia, Lao PDR and Viet Nam”
The DDG Dinh Viet Thang and members of the CAAV’s CNS/ATM Steering Committee attended the meeting. The purpose of the meeting is to review the mid-term activities of the project. This project has been started by Japan International Cooperation Agency (JICA) for five years term from January 2011 to January 2016.
The overall goal of the project is to improve the efficiency and safety of flight operations and to enlarge the capacity of airspace through the transition to the new CNS/ATM systems in Cambodia, Lao PDR and Viet Nam. There are three outputs of the Project:
- Output 1: To develop capacity for establishing Performance Based Navigation (PBN) flight procedures.
- Output 2: To develop training system for air traffic controllers and air navigation technical staff on the new CNS/ATM system for Vietnamese trainees.
- Output 3: To strengthen safety oversight capacity by the introduction of Safety Management System (SMS) in air navigation services.
After more than two years, with the strong support from JICA office and the assistance from JICA experts, CAAV has completed a large amount of works.
For output 1, the following works have been completed:
1. WGS84 Survey: JICA has conducted a WGS84 survey training course including theoretical training at CAAV and practical training at Hai Phong Airport for WGS84 survey. The critical coordinates of Hue Airport were also surveyed with the assistance of JICA experts.
2. PBN Flight Procedure Design: The Flight Procedure Office in CAAV has been established for 03 countries. JICA has implemented the training program that is composed of basic training and OJT training of PBN flight procedure design. As the results, 08 designers have PBN design capability. Training provided by JICA included training for PBN design automation tool, PANADES, which JICA installed in the Flight Procedure Office in CAAV in July 2012. As for actual design of PBN flight procedures, CAAV’s staffs have conducted the designs of SID, STAR and IAP for Hue Airport and a part of designed procedures for Hue Airport was issued in March 2013 by CAAV. All the PBN procedures at Hue Airport will be published via AIP AIRAC Supplement by the end of this year.
3. Training of Air Traffic Controllers: JICA conducted the related training in August 2012. Vietnamese side are currently developing the training material and training program for related air traffic controllers for starting in 2013.
For output 2, the following works have been completed:
For basic CNS/ATM Training: The Project has completed the training for instructors and the production of training material for basic CNS/ATM training courses. The Project trained 16 instructors, who can operate the training courses. The Project targets that 100% of air traffic controllers and air navigation technical staffs will complete the basic training course. The training material was translated into Vietnamese by VATM and ACV and submitted to CAAV for consideration. CAAV is checking the material and will approve it soon.
For output 3, Vietnam side has completed the following:
CAAV has developed regulation and guidelines on SMS for ANS in 2011. VATM has developed SMS manual and it has been approved by CAAV in November 2012 and started SMS operations in January 2013. ACV is updating ANS component of its SMS to meet CAAV’s requirements.
In the early 2013, JICA office had arranged a SMS training course in CAAV headquarter with the assistance of SMS expert from Philippines. The participants were the staffs from CAAV, VATM, ACV, some airlines of Vietnam.
At the end of the meeting, representatives of CAAV and JICA signed the Record of the Meeting./.
