Workshop on SMS between CAAS and VATM
Positioning in the Asia Pacific region, whose ecnomy is growing with the fastest and most dynamic rhythm in the world, Viet Nam and Singapore, in particular VATM and CAAS both share a big challenge during their provision of the air navigation services – it is the rapid increase in the air traffic. Being aware of this fact, both parties have set up and implemented their respective Safety Management Systems, suiting their nature and conditions of operation, in accordance with recommendations of the Internation Civil Aviation Organization (ICAO).
VATM has implemented SMS since early 2013 and CAAS has put such system into operation since 2009. VATM’s officers, with open mind, were very delighted to watch CAAS’s experts sharing their knowledge and experiences in the safety management area.

During two working days of the Workshop, representatives from CAAS presented “Process of SMS implementation of CAAS” and five major contents of the SMS, including “Safety policy and objectives”, “Safety Risk Management”, “Safety Assurance”, “Safety promotion”, “Safety Culture” – those are also the five key components of the SMS as specified in the Standards of Excellence for Safety Management System given by the Civil Air Navigation Services Organization (CANSO). Beside Q&A slots after each content of the Workshop, the working program got more interesting and exciting by case study exercises, team work games prepared carefully by CAAS and joined actively by VATM’s officers. Through those activities, participants obtained more lively and deeper knowledge about concepts of safety management such as “hazard”, “risk identification”, “safety culture”…
VATM’s representative also presented its process of setting up and implementation of the SMS in Viet Nam and got high appreciation for striving to put the SMS into practice.

Closing the fruitful Workshop, the two parties signed a Memorandom to record items achieved during the Workshop and would report to the Leaders of each side to further continue the cooperation between CAAS and VATM in SMS area.
In his speech in the end of the Workshop, Mr. Andrew Wee, Head of ANS Safety – Security Branch of ANS Group, CAAS emphasised “Following this Workshop, I hope SMS officers of CAAS and VATM would continue to exchange and share information regarding the SMS implementation of each side”. On behalf of VATM, Mr. Nguyen Ngoc Thiep thanked colleagues from Singapore and all participants for actively contributing for the success of the Workshop, complying with the given plan.
