ATS Coordination meeting between VATM and CAAS

On be half of VATM, Deputy Director General Nguyen Dinh Cong extended a warm welcome to CAAS delegation led by Mr. Victor Tan – Chief  Air Traffic Control Officer to the meeting. The meeting was held in friendly and cooperatively atmosphere and has reached the good results.

Regarding to AIDC between Ho Chi Minh ACC and Singapore ACC, both sides agreed that AIDC Phase 1 implementation on 24 July 2014 so far has been successful, that makes favorable conditions to continue with the AIDC Phase 2 implementation, with the use of ABI, TOC and AOC messages. A two month trial was proposed and planned to commence from 15 June 2015. A review will be conducted in mid-July 2015 to determine if more time and changes to parameters are required before implementation.

On AFTN communication links between HCM ACC and Singapore ACC, both sides agreed to complete AFTN IPLC upgrading by 1st week of August 2015. The routers’ parameters shall be tested during the testing phase and agreed upon before the completion of the AFTN IPLC upgrade. 

At the meeting, two sides also discussed on AMHS operational trial plan and agreed that the AMHS inter-operability test be conducted after the AFTN IPLC upgrade in August 2015. This inter-operability test is estimated to be least 3 months.

Regarding to the ATS contingency plan between HCM ACC and Singapore ACC, CAAS agreed in principle with VATM’s plan to delegate the airspace of sector 3 and 4 to Singapore ACC in case of ATS contingency. The two sides shall further discuss on the ATS contingency plan at the Fifth Meeting of the Regional ATM Contingency Plan Task Force (RACP/TF/5) to be held in Bangkok in June 2015.
